MOU Proposal Process

The MOU proposal process helps ensure each partnership aligns with the University of Notre Dame’s global priorities, has appropriate academic support, and is well-positioned for success. Timeline

To propose a new MOU with an international partner, the initial application and review (Steps 1-5) will take approximately 1 month. The duration of Step 6 can vary.


Step 1: Expression of Interest

Requests must come from a University of Notre Dame faculty member and/or authorized representative. 

If the proposal is in a location within Notre Dame's global network, the faculty member should contact the location's director before submitting a proposal to discuss the partner, envisioned activities, and impact on the location’s facilities, staffing, and programming logistics.

Step 2: Submit MOU proposal form

The Notre Dame faculty member and/or authorized representative completes the MOU Proposal Form. See questions in the proposal form.

Step 3: Committee Review

The Director of Academic Strategy and Partnerships receives the form response and sets up an MOU Proposal Review Committee. The committee discusses the rationale, proposed outcomes, local feasibility, and reputational matters, and makes a recommendation on the proposed partnerships’ fit.

Step 4: MOU Decision

The Vice President and Associate Provost for Internationalization reviews the Committee’s recommendations and makes a final determination. 

The Director of Academic Strategy and Partnerships will then share the decision with the ND faculty member who submitted the proposal.

Step 5: Complete the MOU

If approved, the Director of Academic Strategy and Partnerships will work with the faculty member to finalize the MOU using a standard template.

If not approved, the Director of Academic Strategy and Partnerships will share feedback provided by the review committee.

Step 6: Coordinate signing of MOU

All MOUs must be reviewed and approved by the Office of General Counsel.
